On 22 November 2023, Belgium's various governments reached an agreement at the Joint Consultation Committee to submit the draft updated NECP (2023) to the European Commission.
The draft NECP update is structured according to the table of contents as demanded by the EU governance regulation 2018/1999 (see annex 1 of the regulation) and the European Commission guidelines.
As stated in the disclaimer at the beginning of the document, the NECP consists of:
common texts validated by the three regions and the federal State and binding on all of them;
texts specific to the regions or federal State, under the titles 'Federal State', 'Flemish Region', 'Walloon Region' and 'Brussels-Capital Region', which are binding only on the concerned entity, and are under their respective responsibility.
The latter texts come from the (air,) climate and energy plans or contributions of the various entity regions and the federal State to the NECP:
On 21 April 2023 and 27 October 2023, the federal government took note of the update of the Federal Energy and Climate Plan (FECP 2023).
On 12 May 2023, the Flemish government approved the updated draft Flemish Energy and Climate Plan 2021-2030 (Vlaams Energie- en Klimaatplan or VEKP).
On 21 March 2023, the Walloon government approved the Air, Climate and Energy Plan 2030.
On 27 April 2023, the Brussels government approved the Regional Air, Climate and Energy Plan.
